The Federal Aviation Administration on Friday ordered major U.S. airlines to retrofit planes by the end of 2030 to prevent wireless interference from newly auctioned 5G spectrum, offering as much as $2.2 billion in government rebates to offset the expense.
"The FAA is requiring all altimeters to meet next-generation performance requirements to address interference from 5G signals in spectrum that could cause inaccurate readings," the agency said, with the rebates funded by proceeds from the Federal Communications Commission's C-Band wireless auction.
The FAA estimates the cost at $80,000 to $120,000 per airplane, with total expenses for retrofitting the civilian fleet reaching as much as $7.1 billion. The 2030 deadline covers flights by major domestic and international airlines that perform a significant majority of low-visibility operations. Other aircraft must comply by later 2034. Foreign operators are not eligible for the rebates, though the requirements apply to any airplane flying in U.S. airspace.
The mandate resolves a years-long conflict between aviation safety regulators and wireless carriers over the C-Band spectrum, which operates close to the frequencies used by radio altimeters. In 2022, brief disruptions hit some U.S. airports as international carriers canceled flights over concerns that 5G service could interfere with altimeter readings crucial for bad-weather landings. A voluntary agreement between Verizon, AT&T and major air carriers resolved the immediate crisis, but the FAA's new rule makes compliance mandatory with a hard deadline.
The rebate program covers only a fraction of the total compliance cost. The $2.2 billion in available rebates represents about 31% of the estimated $7.1 billion total, leaving airlines to absorb the remainder. The three largest U.S. carriers — American Airlines, Delta Air Lines and United Airlines — collectively held about $12 billion in free cash flow at the end of 2025, according to their most recent filings, suggesting the unfunded portion is manageable but not trivial.
FCC Chair Brendan Carr said this week that the agency and FAA processes "will together provide for the upgrade of radio altimeters and provide rebates to support eligible domestic aircraft operators and owners in this effort." The C-Band auction allocated mid-band spectrum critical for 5G network expansion — a priority for carriers like Verizon and AT&T that have invested heavily in building out their next-generation wireless infrastructure.
The 2022 Precedent
The last time 5G and aviation collided, the result was operational disruption. In January 2022, several international airlines including Emirates, Air India and Japan Airlines canceled or rerouted flights to U.S. airports over concerns that newly activated 5G towers near runways could interfere with altimeters. The standoff ended only after Verizon and AT&T agreed to temporarily delay C-Band deployment near airports and establish buffer zones — a voluntary arrangement that the FAA's new rule now formalizes into binding regulation.
The 2022 disruption cost airlines an estimated $50 million to $100 million in canceled flights and rerouting, according to industry estimates at the time, though no accidents were reported. The FAA's mandate effectively shifts the burden from temporary operational workarounds to permanent hardware upgrades, with the 2030 deadline giving carriers roughly four years to complete the work.
For airlines, the math is straightforward: retrofit early and claim rebates, or delay and face potential operational restrictions. The FAA has said it will restrict low-visibility operations at airports where non-compliant aircraft operate after the deadline, creating a direct incentive for carriers to prioritize the upgrades. With the C-Band spectrum already auctioned and 5G networks expanding, the window for voluntary arrangements has closed.
