In a strategic move to capitalize on favorable global energy markets, Brazil's state-owned Petrobras pushed its refinery utilization to the highest level in a decade, with several units operating beyond 100% of their designed capacity in recent months.
"The more we refine our oil, the more revenue we generate, extending value beyond crude oil exports,” William França, director of Industrial Processes and Products, said, explicitly linking the strategy to the impact of global geopolitical tensions on fuel prices.
The company's refineries reached a 95% utilization factor in the first quarter of 2026, hitting a peak of 97.4% in March, the highest rate recorded since December 2014. França confirmed that specific units ran at 100% to 103% of capacity in April and May under approval from Brazil's National Agency of Petroleum, Natural Gas, and Biofuels (ANP).
This operational surge strengthens Brazil's domestic fuel security and reduces import dependency. For Petrobras, it represents a strategic pivot to maximize profitability from each barrel of oil as volatility in energy markets continues to reward producers of refined products like diesel and gasoline.
A New Benchmark in Operational Reliability
The record-breaking output is the result of a deliberate strategy to enhance maintenance and reliability. According to França, proactive maintenance cycles in 2025 prepared the facilities for sustained, high-capacity operations with minimal downtime in 2026. This includes targeted risk-based inspections and engineering protocols that allow equipment to run for longer periods between service. For example, critical pumps that previously required maintenance after operating 70% of the time can now sustain 90% operation before service.
The Abreu e Lima Refinery in Pernambuco stands as a prime example of this success. Following a major maintenance shutdown last year, the facility now operates with enhanced reliability. In April 2026, it set a production record for S-10 diesel, achieving 385 million liters and surpassing its previous 2016 benchmark of 373 million liters.
Strategic Pivot to Value-Added Exports
The decision to maximize refining throughput is a direct response to a global environment where refined products command a premium. By converting more of its own crude into gasoline, diesel, and other fuels, Petrobras generates significantly more revenue than it would from simply exporting raw crude oil. This strategy not only boosts profitability but also insulates Brazil from supply chain disruptions and price shocks for imported fuels.
Petrobras operates 11 refineries, with the Paulínia refinery in São Paulo representing about 30% of the nation's capacity. The company's performance and strategic focus on value-added production distinguish it from other major producers like APA Corporation and Canadian Natural Resources, which have different operational profiles. This focus on maximizing downstream efficiency positions Petrobras to capitalize on market dislocations and reinforces its role as a cornerstone of Brazil's energy independence.
