IBM embeds GPT-5.6 into consulting platform in OpenAI partnership

IBM is embedding OpenAI's GPT-5.6 into IBM Consulting Advantage, deploying thousands of certified engineers to convert legacy enterprise workflows into AI-ready operations across finance, procurement, and HR.

The partnership embeds OpenAI's GPT-5.6, Codex, and ChatGPT Work into IBM Consulting Advantage, which combines AI agents, industry assets, and cybersecurity capabilities. IBM will deploy forward-deployed units of engineers trained through the OpenAI Partner Network and launch a dedicated OpenAI Practice with thousands of consultants obtaining expert-level certifications. The joint go-to-market targets financial services, government, telecommunications, and retail, plus enterprise domains including finance, procurement, customer operations, and HR.

The deal positions IBM as a primary enterprise deployment partner for OpenAI, competing directly with Microsoft's Azure OpenAI Service and Accenture's AI consulting practice. IBM joins OpenAI's Elite partner tier, and the collaboration extends to cybersecurity through OpenAI Daybreak and IBM's Autonomous Security multi-agent service. The companies aim to address what they call the biggest barrier to scaling AI: turning fragmented processes, legacy systems, and operational complexity into AI-driven operations.

Legacy Operations and Application Modernization

The partnership focuses on three areas. IBM will embed OpenAI frontier models into IBM Consulting Advantage to help organizations integrate AI into daily processes with business context and redesign workflows across finance, procurement, customer operations, and HR. The platform's capabilities can analyze operating procedures and workflows to identify inefficiencies and help teams automate and streamline work using AI.

The companies also plan to help clients modernize legacy applications and accelerate software development by bringing together OpenAI Codex and ChatGPT Work with IBM's industry, technology, and domain expertise. The collaboration is designed to help organizations simplify engineering processes and speed the delivery of new digital products and services.

Cybersecurity and AI Risk Management

IBM and OpenAI will expand their cybersecurity collaboration following IBM's participation in the OpenAI Daybreak Cyber Partner Program. The companies will combine OpenAI frontier AI capabilities with IBM Autonomous Security, a multi-agent-powered service designed to deliver coordinated decision-making, response, and intelligence at machine speed. As AI-powered attacks grow more sophisticated, the partnership will help clients manage both cyber and AI model risk, including application-layer vulnerabilities, governance gaps, and operational risks that limit AI adoption.

Denise Dresser, Chief Revenue Officer at OpenAI, said the organizations pulling ahead with AI are the ones turning it into a trusted part of how their business operates. "IBM Consulting and OpenAI are helping organizations make that shift, combining deep transformation expertise to deploy AI that is secure, operational, and aligned with real business priorities," she said.

The partnership arrives as IBM navigates a turbulent year. The company's shares fell 25 percent after its CEO warned of weak second-quarter revenue and mainframe issues, according to market reports. IBM has also committed $240 million to a multi-year agreement with Together AI for NVIDIA AI infrastructure on IBM Cloud. The OpenAI partnership gives IBM Consulting a differentiated enterprise AI offering against Microsoft, which embeds OpenAI models into Azure and Copilot, and Accenture, which has built its own AI practice around multiple model providers. Investors will watch whether the partnership translates into measurable consulting bookings growth in coming quarters.
