OpenAI's push into small businesses with ChatGPT Work and GPT-5.6 targets the 33 million US small businesses, a market where AI adoption has lagged enterprise penetration by roughly 40 percentage points.
"With a lean team, limited time, and few resources, every owner is expected to be the marketer, accountant, salesperson, operator, and strategist all-in-one. We believe AI can change that by being a force multiplier that extends individual expertise, increases capacity, and gives everyone access to world class tools," OpenAI said in its announcement.
The program includes virtual webinars with product-specific demonstrations, in-person training led by OpenAI Academy in multiple cities, interactive guides, and partner integrations with Dropbox, Shopify, Intuit, Slack, and Atlassian. ChatGPT Work, launched July 9 alongside GPT-5.6, is an agent within ChatGPT designed to complete multi-step tasks such as analyzing budgets, generating marketing materials, and preparing for meetings by accessing reference materials like files, applications, and data.
The move comes as OpenAI, valued at $852 billion, seeks to convert its 1 billion monthly ChatGPT users into paying customers. CFO Sarah Friar said in April that 95% of the company's 900 million weekly users don't pay, though business revenue has doubled to about 40% of total since she joined in 2024. The company is expected to pursue an IPO, making revenue growth a priority.
Small businesses represent a fragmented but enormous addressable market. Unlike enterprise clients that sign multiyear contracts with dedicated support, small businesses require self-service onboarding, affordable pricing, and immediate ROI. OpenAI's partner integrations with Shopify, Intuit, and Dropbox target the tools small businesses already use daily. Adam Ruege, principal for policy and evaluation at nonprofit Community Solutions, said he uses ChatGPT as a "chief of staff agent connected to Google Drive and Gmail" to track his schedule and preparation needs. The capabilities have "improved dramatically over the last seven or eight months," he said. The program builds on OpenAI's small business AI Jams held in 2025, suggesting the company has been testing this channel for more than a year.
OpenAI's small business push is also a financial necessity. The company, despite its $852 billion valuation, continues to lose money even as it spends heavily on computing infrastructure and talent. Rival Anthropic teased its first operating profit in the second quarter of this year, according to the Wall Street Journal, putting pressure on OpenAI to demonstrate a path to profitability. OpenAI's advertising business, which hit $100 million in annual recurring revenue in March, is projected by EMARKETER to fall 90% short of the company's $100 billion 2030 target, with the entire US chatbot ads market expected to generate less than $1 billion this year. Converting even a fraction of the 95% of free ChatGPT users into paid subscribers would provide a more predictable revenue stream than advertising, which Sam Altman called a "last resort" in 2024 before the company reversed course. The advertising product remains rudimentary — advertisers told Business Insider they lack tools for campaign creation, measurement, and reporting that Google and Meta have offered for years.
The small business program faces execution risks. Unlike Google Workspace or Microsoft 365, which have decades of small business relationships, OpenAI must build trust and demonstrate reliability with a customer segment that has little tolerance for downtime or complexity. The company's partner integrations with Slack, Atlassian, and Dropbox provide distribution channels, but each integration requires maintenance and support. OpenAI's ads chief, Dave Dugan, said at Cannes that the company "started very conservatively at the beginning to focus on the user experience," a philosophy that may need to extend to the small business rollout.
OpenAI's small business initiative could narrow the gap with Anthropic, which has gained traction with enterprise clients through its Claude model. Microsoft, OpenAI's largest investor and partner, stands to benefit from increased ChatGPT usage through its Azure cloud platform. The success of this program will depend on whether OpenAI can demonstrate ROI quickly enough to convert free users before competitors offer comparable agentic tools at lower prices.
